RTC has been a major participant in numerous Geographic Information System (GIS) projects for municipalities, utilities and agencies, for more than a decade. Among the full range of services that RTC provides are consulting, application development and a variety of services related to the collection, conversion and maintenance of data for systems that manage geospatial data.
RTC project experience includes City of Cleveland GIS Pilot Project. The firm was responsible for analyzing and documenting workflows for all city departments utilizing IDEF0 documentation procedures that were used in the design, construction and implementation of GIS applications. These applications were developed in an environment consisting of an Oracle 10g clustered RDMS and ESRI (Environmental Systems Research Institute) ArcGIS 9.x software with customization with VBA. The application development process being used with this project is an adaptation of the Rational Process with a concentration on utilizing Microsoft technologies including Microsoft .NET. RTC was also responsible for city wide data conversion encompassing Public Utilities (Cleveland Public Power, Cleveland Division of Water, Department of Water Pollution Control); City Planning; Community Development; Economic Development; Finance; Law; Parks, Recreation, and Properties; Public Safety (Fire Department, Police Department, EMS); Public Service; and Public Health.
Other significant project experience includes development of a County-Wide GIS and Data Integration for Cuyahoga County, Ohio; NOACA’s project to implement a Regional Pavement Management system, incorporating geographical data with pavement management software that is web enabled covering a five county region; digital cadastral mapping covering all of Cuyahoga County in Ohio which incorporated information from the County Auditors tax maps. RTC also provided planimetrics base mapping encompassing all of Wayne County, Michigan, Conversion of County Tax Maps combined with orthophotographic maps for Summit County Ohio, deed research for Tuscarawas County, Ohio and application development for the Wayne County Michigan, Rouge River National Wet Weather Demonstration Project.
RTC performs needs analysis and implementation planning, feasibility studies, cost-benefit analysis, implementation, training and operational support. Clients needs assessments include existing computer hardware, software and network architectures, procedures/processes, databases and critical information needs.
